No player above non league Step 4 can be an agent. So, for instance the story was Brendon Rogers son, who plays for Basingstoke and is an agent would not have been able to stay with them this season if they had got promoted by the play offs last season unless he gave up his agents job. Basically to stay as an agent he would have had to move back to no higher than Isthmian league div Ones or Southern League div Ones. As Basingstoke lost in the play off semi he can continue to play for them.
It is assumed that by Step 3 players are more likely to have Agents and a player at that level, if an agent, could have conflicting interests in getting a player a contract with the club the agent is playing for.
Clear as mud.
The Jake Hesketh comment was a joke around his influence in persuading the player to sign. There was a similar joke with Harper and Maghoma returning.

Ok, i saw that Ouss is with the 366 agency Group and Matt Oakley is one of their football agents, so assumed it was him. I think i read somewhere recently that Reda Johnson has also gone into football agency work, so could be him given the French connection (although he doesn't appear to work for the 366 Group).
