Is going to be rolled out at lower levels and if successful should be implemented at all levels within 3 seasons. Some yellow card offences are going to become 'sin bin' cards!!!! That in itself makes it a very grey area does it not? How can a referee say to himself, "Not quite a red card but a sin bin card"....a foul is a foul so either its a yellow, or if already booked, a second yellow means it's red. That is simple and straight forward. So a player is on a yellow, he makes a foul that the referee thinks is not quite another yellow but is serious enough to sin bin him for ten minutes!!!!! How can that possibly be right? This is a FIFA idea and due to be confirmed at The FA International Board meeting at Wembley next month. It is a total farce and will cause more problems then it solves. If they want to make the game better, fairer and more exciting they should discuss the things that would do just that.
1. At the top level a television referee should review a penalty shout if asked by the on field referee. That in itself will end disputes after matches, and if a player has stimulated a dive he gets an automatic red card. Its cheating and the punishment must be harsh. Also goalkeepers must stay on the line for penalties and not move early, so if that results in a save, the goalkeeper has cheated, red card and retaken penalty.
2. Most games of football have around 62 minutes of actual playing time. The clock should be stopped when a corner is awarded until it is back in play, and also until a goalkeeper has taken a goal kick. As for throw ins, if a player takes 20 seconds to throw it, the ball is given to the other team to throw. These are all time wasting tactics and it is the paying public who are cheated.
3. Scrap the offside rules. The rules help defenders and hinder attackers, defenders don't have to defend the goal when in a line, just catch a player offside, when in reality football is about defenders defending the ball from their goal, the offside rule gives them a helping hand in not actually having to do that. Games would be more open if the offside rule was gone. I don't think it would go back to the days of a centre forward just standing on the penalty spot with a centre half there for a chat while the ball is down the other end, but let the game flow, make defenders do their job properly without looking for that flag...more excitement and more goals would be the result. The offside rule damages the very fabric of the game of what is it all about.
4. Only two players on each side, one of whom must be the Captain can be allowed to approach a referee to speak. It works very well in Rugby League and they only allow the Captains to approach.

If it ain't broke don't fix it......
1. No to TV replays, they will only be able to do this in Premier League due to costs and although they could do it quickly it would no doubt take ages and if like the other sports that use it there is a strong possibility that it will not be decisive. Let the ref decide. Not sure sending the keeper off if he comes off his line is a good plan, double punishment, just enforce the retake rule
2. No, no, no, will turn it into American football, we will be there for hours because there really will be no rush at any stage, I'll take my 62 minutes now rather than 90 spread over a 3 hour game!
3. As long as you have good neck support :-) Also the crowd will be able to abuse the goal hanging striker as well as the oppo goalkeeper so cries of W$%^ C£"%^£$ etc will go on the whole game if you are behind the goal
4. Thought this was already the rule and in my view it should just be the Captain no one else

Another "experiment" which the so-called lower divisions have to put up with. I remember in the 1990s a bizarre season of Rymans League football in which there no throw-ins - the ball being kicked in. It was like watching a match with 200 corner-kicks. The team with the tallest players won. The "experiment" was quietly dropped after one season.
Football's been going down hill for years. I want to go back to the game I used to watch as a kid -
1 No substitutes - the rest of the squad play in the Reserve team 2 No yellow cards. If the ref thought an offence was bad enough, off you went. 3 Stop protecting goal-keepers. I remember if the goalkeeper had caught the ball and stupid enough to stand there, it was perfectly legal to score by shoulder-charging him across the goal line. 4 No formal added-time - leave it to the ref. 5 No 4th Officials. 6 Local derby games on Boxing Day 7 No plastic pitches except for kids football. 8 No "League Cups", Paintpot Cups etc. 9 Proper First team line-ups in the FA Cup.
Rant over, I have to take my tablets and lie down now.

Don't lay down too long Tony :-) you make some good points I totally agree with your views on points 3, 6, 7, 8 and 9.
Westendspitfire: Think TV replays will come in sooner rather than later regarding penalty shouts. I think stopping the clock might just stretch things to around 1 hour 50 minutes, but would depend on how many corners and goalkicks the game produces....if the offside rule was removed, that may well mean a lot more!!

To be honest this is one thing I have being wanting for years.
A goal scoring opportunity means a straight RED but a bad/cynical foul elsewhere means a Yellow but if this YELLOW led to 10 minutes in the Sin Bin then that would end `Taking one for the team`
Still 2 yellows equals a red. Has worked very well in rugby and it can easily be done in lower league football.

What have you been smoking SOE? 1: NO! Goal line technology I support because its black or white, over or not over, with an instant decision with no time delays, but having TV replays for anything else will just create more delays, debates & problems. ITV reviews were used during the World Club Cup & it was a joke. Real Madrid had a goal allowed, then disallowed and then allowed again due to TV reviews over offside. It caused a long delay and all momentum of the game was lost. 2: NO! I don't watch American football because a 1hr game lasts 3-4 hours with the clock stopping every few seconds. What I would support is the refs time being displayed on the big scoreboard so he controls the time still but when he stops his watch for injuries etc, the clock on the scoreboard stops as well. So fans know exactly how long is left. 3: NO! But I would change the rule so there has to be daylight between the attacker & the defender so it is clear offside, or the advantage is given to the attacker. 4: YES, But I would say just the Captain unless the ref calls a player over, in which case if he does not go over to the ref when called, it is an automatic yellow card. I would add this one Handball in the box is handball & a penalty - irrespective of it is is ball to hand, accidental etc. That way there is no debate - and I know some are accidental but they would even out over a season.

10 Bring back jumpers for goal posts, that way no player could suffer a head injury or risk of castration by sliding into the uprights, it will also give smaller keepers a better chance of saving high shots 11 My ball, my rules 12 Next goal wins

I think it would be a good experiment to get rid of 'on the pitch' ref's making decisions altogether & have two viewing the game from screens in the stand. They can relay decisions to the man in the middle. There can be no argument then when you watch the same incidents from the same camera angle on MOTD or SSN or whatever. Keep the lino's though.
