Keith, I am not sure where you get your info from, but Rendel is corect. I have been involved in the grading since around 2006.The main(blue) stand has 352 seats, which meant we could play in the Conf south each year. We were heading for the play offs in 2009 and we knew that to compete in the play offs, we had to have 500 seats, so Paul Murray, the Chairman at that time bought another 160 seats that were fitted in the then covered part of the south terrace. Thus, we were allowed in the play offs. What we didn't know was that they would let you install temporary seats to make up the 500 total. So it has always been that you had to have 500 seats to be in the play offs or the National League. What has changed this year, is that you have to have 500 permanent seats now, rather than up to 150 temporary seats. The reason for these rules is so that you don't have clubs clogging up the system in a higher league, with no chance of moving further up the pyramid.
