Bad news for those who hoped that SUFC and the like finishing in a promotion spot might leave a space of someone else from the National league.
Apparently EFL have announced that, if a team with a 3G pitch wins promotion but can't take it, the 23rd-placed team in League Two will stay up.
Also says there will be further discussions until the next EGM in the summer but that the PFA, whose members have historically been 100% against 3G and FA have to be consulted as well as its (EFL) member clubs.

Surely they should have refused to play. That is just about the biggest load of boll***ks ever stated.
As for the EFL announcement that's rubbish as well, a team with 3G will take promotion rather than be relegated to National South for refusing, therefore they will do the plan suggested by Sutton, cover their 3G and lay a grass one on top in the hope that 3G will be accepted in 2019-20 season......which I very much doubt anyway.

I think in this instance it would probably be right to promote the losing playoff finalists, but I do not necessarily think that the current decision necessarily rewards failure. You can also argue that in doing what I suggest here you are rewarding a team who failed to win automatic promotion and also win the playoffs.
