It doesn't say shareholders only on our website so I am guessing others are permitted to attend as well.

I think it's a first for the club to announce the AGM on its website though I might be wrong.
I think there's no legal obligation normally for a private limited company to hold a formal AGM though I also think it's fairly common practice. As there is no legal requirement then theoretically the club can presumably run the meeting whichever way it wants with whatever attendance it decides. I imagine the intention in practice would be for the active participating attendance to be the company's directors (7) and shareholders (additional 15). Those numbers are based on the latest Companies House files which are not necessarily up to date.

As an afterthought it's also possible the club could run its AGM as a board meeting with just directors attending, depending on the key agenda items.
That's all politics though and this is a football forum but there have been a few interesting posts from other forumites on the thread so I couldn't resist chipping in.
