I think the new playoff system has its' critics, but I do think that it does give more teams something to play for in the latter stages of the season. It makes it harder for the lower placed teams, but not impossible to obtain promotion.
The system is certainly fairer than that at step 4. Heybridge Swifts managed by Julian Dicks achieved exactly the same number of points as Eastleigh from 8 fewer games and had a goal difference of +19. They successfully negotiated away playoff games against Aveley and Maldon and Tiptree and yet are unlikely to be promoted due to the fact that of the seven playoff winners only the five with the best records during the season will go up.
I think that one principle in football must be that if you qualify for a competition and emerge victorious in that competition you should get your just rewards.

Even at step 3, it's bad enough. 4 feeder leagues where winners are guaranteed promotion to National League North and South. The individual league play off winners then have to play off in 2 games with winners going up - so if the 4 2nd placed teams win their league play off, 2 will miss out on promotion which seems so unfair.

I think the situations at Steps 3 and 4 are a one-off, due to restructuring.
I liked the chant from the Heybridge Swifts fans on winning their playoff final: 'We might be going up, we might be going up!'
